New China Customs Advance Manifest (CCAM) Regulation (English & Chinese Subtitles)Dear Valued Customers We would like to advise you that with effect from January 1st, 2009, the new China Customs Advance Manifest (CCAM) Regulation has been implemented to China export, import and domestic transshipment cargo on vessels sailing to and out of Mainland China ports (excluding Hong Kong and Macau). Under the new CCAM regulation, the manifest submission is required on top of the existing custom procedure until the further notice of China Customs. The manifest submission under the new CCAM regulation requires the submission of complete and correct cargo manifest to China customs 24 hours prior to loading of cargoes onto vessels sailing to and from China ports.
MOL would like to emphasize the enforcement of 24hours pre-manifest even though China Customs grantscertain grace period when carriers, shippers or consignees will not be penalized for errors or failure to comply, new regulation definitely bring remarkable changes to the transportation processes in the shipping industry. For the compliance to new China Customs requirements, shippers are responsible for providing the below information to MOL’s appointed agents (Please click here) prior to the declaration of cargo clearance with local Customs Office, which must be no later than 24 hours before the vessel arrival at respective loading China ports, for the outbound cargo. 自2009年1月1日起，中国海关将实行新的提前申报舱单规定（CCAM）。该规定将被应用于所有中国的进出口及在中国境内的转运货物（香港及澳门除外）。根据新的CCAM规定，舱单申报须在现有申报程序的基础上，通过新的系统进行申报。即所有进出中国港口的货物，必须在装运前24小时，向中国海关提交准确完整的舱单信息。
根据规定，尽管中国海关或允许一定的免责期，我司仍谨此重申并严格执行新的24小时提前申报制度。新的海关规定必将给运输流程带来显著的改变。按照海关的要求，所有发货人必须在向当地海关报关之前，并不晚于货船抵达港口前24小时，向商船三井所指定的船舶代理公司（请按此）提交以下信息（对于出口货物，敬请在商船三井官方网站www.molcn.com.cn搜索相应航线的始发及到达时间）：
1、航次号码
2、船舶名称
3、提单号码
4、货物的件数，尺寸、重量
5、装货港
6、海运费的付款方式（预付或到付）
7、托运货物总数
8、包装类别
9、货物毛重（包括包装重量但不包括集装箱重量）
10、运输条款合同号码（CY或SD）
11、收货人名称
12、收货人完整地址（街道或邮箱）
13、发货人名称
14、发货人完整地址（街道或邮箱）
15、通知人名称（如果通知人是“To order”，通知人信息是必填的）
16、通知人完整地址（街道或邮箱）（如果通知人是“To order”，通知人信息是必填的）
17、如托运货物为危险品时，危险品的联系人姓名
18、如托货运物为危险品时，危险品的联系电话
19、集装箱号码
20、集装箱尺寸和类型
